Importing a CNC Machining Center to Vietnam: Form E, Duty and VAT
Vietnam charges 10% VAT on CIF plus duty, and Form E cuts many CNC HS codes to 0-5% duty. Worked example on a US$50,000 CIF shipment included.
Vietnam imports most of its vertical milling machine demand, and a CNC machining center is one of the larger single shipments a Vietnamese shop will handle. The tax arithmetic is straightforward once you know three numbers: the duty rate, the VAT rate, and whether you hold an original Form E. Get the paperwork wrong and a machine that should clear at 0-5% duty gets charged at the MFN rate instead.
Duty: MFN rates versus Form E rates
Vietnam's MFN duty on machinery under HS Chapter 84 typically runs 0-15%, and CNC machine tools most commonly attract 5-10%. With a Form E certificate of origin under the ASEAN-China Free Trade Agreement, many CNC machine HS codes fall to 0-5%. On a machine worth tens of thousands of US dollars, that difference is real money.
VAT at 10%, calculated on CIF plus duty
Vietnam charges 10% VAT, and the base is not the machine price alone. VAT is calculated on the CIF value plus the duty paid. Here is a worked example for a machining center arriving at CIF US$50,000:
- Without Form E, at a 5% MFN duty rate: duty is about US$2,500, and VAT at 10% on US$52,500 adds about US$5,250. Total payable at the border: roughly US$7,750.
- With Form E at a 0% duty rate: no duty, and VAT at 10% on US$50,000 is about US$5,000. Total payable: roughly US$5,000.
That is a saving of about US$2,750 on one shipment, from one document.
Form E: the rules that trip people up
- The Form E must be issued by the supplier through CCPIT before or at the time of shipment. There is no retroactive claim, so a certificate requested after the vessel sails is worthless.
- Only original Form E certificates are accepted. Photocopies and scans do not earn the preferential rate.
Before you confirm an order, confirm in writing that your supplier will apply for Form E through CCPIT at shipment, and make sure the originals travel in the document set your forwarder presents to customs.
Used machines have extra conditions
If you are importing a used machining center instead of a new one, expect stricter treatment. Used machinery imports are generally limited to machines no more than 10 years old, and the shipment needs a technical inspection before it can clear.
Timelines you can plan around
An HS code pre-classification ruling from Vietnamese customs takes about 3-5 business days, and it is worth doing before the machine ships so nobody argues about the rate at the border. Sea freight from South China runs 5-10 days to Vietnam. From purchase order to a machine making chips, plan for 15-25 working days door-to-running, assuming the paperwork is clean.
Documents worth double-checking before the vessel sails
A machining center is not a carton of parts, so customs will look at the file closely. Make sure the commercial invoice matches the packing list, that the machine model and serial number appear consistently on every document, and that your forwarder knows which HS code the pre-classification ruling confirmed. Small mismatches between paperwork are one of the most common reasons a shipment sits at the port while someone explains the difference to an officer.
Plan for the tropical operating environment too
Clearing customs is the middle of the story, not the end. Vietnam's coastal humidity is hard on machine castings and electrical boards, so corrosion protection in transit and sensible maintenance afterwards matter more than they would in a drier climate. Where mains voltage fluctuates, a stabilizer is a cheap way to protect the control system. Coolant also needs closer attention in the heat.
The summary is simple: agree the HS code early, get Form E issued at shipment, and the border bill on your machining center drops by about US$2,750 in a typical case like the one above. If you want the numbers for your specific port and HS code, send us the machine model and we will walk through it with you.
