What Paperwork Ships with Your CNC Machine: CE to Test Reports

From certificates of origin to laser test reports, here is the paper trail that should arrive with your machine tool.

Buyers new to importing machine tools are often surprised by how much paper travels with the machine. Missing paperwork stops a shipment at customs as effectively as a missing part stops production. Here is the paper trail that should arrive with your CNC machine, whether it ships from Guangdong to Jakarta or to Hamburg.

Commercial papers

  • Commercial invoice: machine model, serial number, unit price, Incoterms. Customs in your country computes duty from this.
  • Packing list: every crate, its contents and gross weights. Customs and your rigging crew both use it.
  • Bill of lading (B/L): issued by the shipping line, this is the document of title. Check the consignee details before it is issued; corrections after sailing cost money and days.
  • Certificate of origin: for ASEAN buyers, the Form E certificate under ACFTA cuts duty sharply on many CNC machine codes. In Vietnam, Form E must be issued by the supplier through CCPIT before or at shipment, with no retroactive claims, and only originals are accepted. Thailand requires the original to reach customs within 30 days of clearance, or the standard MFN duty of 5-10% applies.

Machine papers

  • Factory test reports: laser interferometry and ballbar results for your serial number, plus any geometric tests you specified, such as the ISO 10791 series.
  • Operation and maintenance manuals: ideally in English, covering lubrication points, alarm lists and the electrical drawings.
  • Warranty card and accessories list: tools, chucks, manuals and spare parts shipped with the machine.
  • Certificate of conformity or CE declaration: if you ordered a CE-marked machine for Europe, the declaration of conformity naming the applicable directives must be in the pack. Confirm this at order stage, not at loading.

Match the papers to your market

Requirements differ by destination, so tell the builder your port and end use early. Indonesia's import regime for industrial machinery is tightening: from 1 July 2026, rules tied to SNI certification call for Bahasa Indonesia HMI interfaces, Indonesian-language fault code documentation and localized maintenance manuals, and non-compliant equipment risks customs rejection. A machine ordered today must be specified with that in mind; start the certification process months ahead.

Vietnam's HS code pre-classification ruling takes about 3-5 business days, and used machinery imports generally must be under 10 years old with technical inspection. Your forwarder will also love you if the invoice, packing list and B/L all describe the cargo in exactly the same words.

Practical habits that prevent delays

  1. Ask for a scanned paper pack before the vessel sails, so errors surface while they are still fixable.
  2. Keep one set of originals in a courier you track, not inside a crate nobody can open at the port.
  3. File every test report with your maintenance records; warranty claims and future resale both depend on them.

Paperwork is not glamorous, but on a machine tool shipment it moves the same schedule as the steel. Builders who export daily, like any Guangdong factory shipping worldwide, generate this pack as a routine; the risk lies with first-time or irregular exporters. Ask early, check the drafts, and the machine clears customs as fast as your country allows.

Insurance papers worth arranging

Beyond the builder's pack, arrange cargo insurance before the vessel sails. Standard practice is all-risks marine cover at CIF value plus 10%, priced as a small fraction of the machine value. Check whether your Incoterms make insurance your responsibility or the seller's, and get the policy certificate into the same paper pack so a claim can be filed without chasing papers later. Machines are dense, high-value cargo; the premium is trivial against the exposure. Finally, ask the builder which papers must be originals for your market. Vietnam accepts only original Form E certificates, and a copy at the border is treated as no certificate at all.
